Clayton Curtis

Mr. Curtis is Vice President – Regulatory Affairs for Meridian, a position in which he has primary responsibility for Meridian’s health, safety, security and environmental (HSSE) functions.
Clayton brings Meridian more than 35 years of experience handling HSSE matters at leading energy companies. Prior to joining Meridian, Clayton served at Enbridge as Director of Regulatory affairs for the company’s U.S. Gulf Coast Terminal Operations division.
Prior to Enbridge, Clayton served Moda Midstream as Vice President Regulatory Affairs, where he was instrumental in the permitting and expansion of the Moda Ingleside Energy Center, which ranks as the largest U.S. crude oil storage and export terminal by volume. The Moda Ingleside Energy Center was acquired by Enbridge in 2021.
Before the formation of Moda, Clayton served in VP roles for the HSSE department for Arc Terminals/Zenith Energy and Oiltanking North America and as Senior Environmental Manager for Baker Hughes.
Over his career, Clayton has supported the permitting, significant expansion and regulatory oversight of strategically located terminals and marine facilities, including the Ingleside Texas and Houston crude oil export facilities. Additionally, he has overseen the HSSE and pipeline responsibilities for terminals handling refined products and chemicals. His responsibilities included compliance with environmental, PHMSA/DOT, health and safety, wetlands mitigation, and US Coast Guard requirements as well as emergency planning for these terminals, which were located in 14 different states and the Caribbean.
Mr. Curtis has been a Certified Safety Professional since 1990. Clayton also previously served five as a director of the Houston Ship Channel Security District and four years as a director for the Refinery Terminal Fire Company in Corpus Christi, Texas. He earned a bachelor’s degree in chemistry and zoology from Southern Illinois University.
